Las organizaciones de estándares se presentan de distintas formas: organizaciones de desarrollo de estándares formales (como ANSI, ISO/IEC, etc.), consorcios sectoriales y organismos reguladores gubernamentales. Asimismo, los estándares evolucionan por medio del uso común, el control público (p. ej., con algoritmos de cifrado) o las directrices de los líderes del sector.
